As a shot into left field, have you considered an Eee PC (http://www.lambda-tek.com/componentshop/index.pl?origin=gbase14.3&prodID=1453935) for your needs?
As you've not specced a monitor, I'll assume you have one and apparently it's possible to connect one to an Eee PC (http://eeesite.net/2007/11/eee-pc-external-monitor-awesome.html) and get resolution of up to 1280 x 1024 too. :magic:

Well, on such a tight budget and with limited needs, it was one of the first things that came to mind.

With what you save elsewhere, you should be able to up the RAM on it to a more usable amount and stick XP on it at a later date if you feel the need. :-)
