Fun fun.

PSD as far as I'm aware is a bitmap only format.

DWG/DWF are vector (+ bitmap for logos n stuff).

Your firm are asking for them in CAD (vector) format because they can simply check the drawing over and quickly program it into their machine.

Although vector > bitmap is straighforward, bitmap > vector requires tracing which is painfully inaccurate and not what you're after.

You'll need to redraw the designs with correct dimensions in a CAD program, or find a company that is happy to do the redrawing themselves.

check out www.qcad.com for a cad program. I use it for all my cad stuff. Easy to learn and free for the older version, though if you use the demo and save every 10 minutes you can work around it. For $26 I'd buy it, well worth it! (I DID!)
