In a way servers process things for the person connecting to them whereas a pc processes for the person sat in front of it. It may be serving webpages so it might have some PHP/CGI to process, or like molten said and running a game server. Its kind of hazy but a server isn't used by a person alot or if it is its more admin/monitoring. Any pc can be turned into a server it just won't be as fast as a system built for serving just like a server running xeons will probably be crap at gaming.
Not sure if that helped at all.

The term server is so wide these days it can mean so much. In short it depends what the server has to do as to what hardware you can get away with.
My home server is basically a file server, or a central location where all the files can be accessed buy all the client machines. It also gets most of my downloading duties.
If this is in regards to serving games, then it depends on the games themselves, and the number of clients you want to be able to attach to it. You wont need a good GPU as you would run a "dedicated" server on the machine, meaning there are no graphics, usually just a console, sometimes with GUIs (addon or otherwise). What does help is CPU power and more importantly ammount of RAM for conencting to lots of clients.
