I am looking at upgrading my harddrives to the 10,000 rmp harddrives. My issue is I am wondering about how to transfer my programs , data, and drivers over to the new harddrives. I can do a clean install of XP, but I do not have all the installs for my programs, and also can not replicate alot of my data. How should I do this? The old harddrives will be going to my parents.

Do you have a program that can do an image of your HDD? If so that might be your best bet. Other than that I would do a full install on the blank new drive then hook both up and do a transfer across wire.

will that let me keep all my programs working?

Depending on what brand of HDD you get, IIRC most manufacturers have utilities that you can download that'll copy your old drive over to the new one - bootable programs that walk you through the options.

Once you're happy that it's all running as it should, you can prolly use another of their tools to zero-fill your old drive.

In my experience I've used Seagate's Seatools, Maxtor's Maxblast and Western Digital's Data Lifeguard progs.
